This is an interesting question, but I'm not sure it belongs here as it would probably be more interesting in an interactive conversational setting!. There are so many criteria and a person's answer would depend too strongly on which criterion they consider most important!.

I would be inclined to say that it was either one of the earliest, such as the Mesopotamian, because they laid the groundwork for all that followed or one of the more recent, democratic and preferably pacifistic!.Www@QuestionHome@Com
