It was not the passage of the fugitive slave law but the reluctance of the Northern states to enforce it that caused the anger eventually leading to the secession movement!.

The law required any white man to actively participate in capturing any black slave that escaped from the southern states!. Additionally it required the northern states to allow southern slave hunting parties into their territories!.Www@QuestionHome@Com
