Submarines were a relatively new weapon in WWI. The Germans used them extremely effectively during the beginning phases of the war. They were virtually undetectable (until the advent of better sonar and radar) and could sink other ships with impunity. However, Germany's policy of unrestricted submarine warfare did cause the U.S. to enter WWI on the side of the Allies. By the end of WWI, submarines had been more or less figured out as a weapon. Many nations had them beforehand anyways. I think the biggest advantage was that it took Germany's enemies a few years to come up with effective anti-submarine weaponry.

Silence and stealth. Surface ships of the time belched out tons of smoke and could be seen miles away. Subs could sneak right up undetected.

This offensive weapon put whole fleets at risk, for which there was no effective defense against. The Brits really had to improvise their defensive capabilities to counter the U-boats.

U-boats could operate outside the boundaries of the North Sea (where Germany's fleet was bottled up) and thus carry the war to the English Channel, the Atlantic and Mediterranean.

1. Able to deal with rough weather better than surface ships (simply submerge).

2. Able to avoid detection by submerging. Be clear, WW-1 subs typically didn't spend much time under water. They would run on batteries which had a limited charge. So typically they'd submerge in order to sneak into a convoy or escape detection.

3. Lower to the water made them harder to detect even when surfaced.

It can hide attack when enemy not ready and can stalk,in world war 2 the Germans submarines where known as wolf packs.
