I don't believe he was a prophet, just a man concerned with human rights and how to alleviate the problems that occur when people are oppressed.

Marley was a Rastafarian, a Black religion that believes Hailie Salassi is the son of God.
The main part of their religion is the smoking of canabis, which os probably the pnly way that you could believe that one of the most corrupt, for his time, African leaders was God.
He promoted canabis use, amongst other things.
