As little skin showing as possible. The Victorians were prudish nutcases who got all hot and bothered at anything even vaguely sexual. Women had to wear long dresses with long sleeves pretty much all the time, even summer. Arms and legs were just too erotic to those Victorians. In addition to this, the women wore big hats and dresses usually had crinolines to make them wider.

There was no fashion in the USA during the Victorian Era - at least none that was defined by Americans. Most of the trends originated in Europe. However, the style demanded modesty. Very little skin could show. Clothing was very buttoned up and fussy- lots of buttons, beads and lace. Black came into vogue because of Queen Victoria's mourning dress.
