After the defeat of Napoleon, the new boundaries and alliances of Europe were created at the Congress of Vienna in 1815. I consider this to be the start of the long buildup to World War I. The British Empire had almost uncontested global power from 1815 to the 1870s. However, many European countries began to build their own empires, and increase the size of their militaries. Germany was unified in 1871 and soon began a naval arms race with Britain. Then all the European powers created a web of alliances:

Russia allied with France, France allied with Britain, Britain allied with Russia, Russia allied with Serbia, Bulgaria allied with Austria-Hungary and the Ottoman Empire, the Ottomans allied with Germany, Germany allied with Austria-Hungary, and then Italy allied with Austria-Hungary and Germany. (Italy joined the Allies when the war started though.)

Many historians consider pre-WW1 Europe a "powder-keg" because when Austria-Hungary invaded Serbia, the intricate web of alliances, fueled by militarism, imperialism, and nationalism sparked the First World War.

Also, estimates for deaths in World War I reach as high as 20 million. I think 10 would be a conservative estimate.

Nationalism became predominant through exploitation of the royalty effect, dictatorial leadership, lack of democracy, false propaganda and the failure of societies to recognise the equality of their rights and to take action. sheep to the slaughter .

21 million deaths in WWI

Actually WWI was in the 20th century.
I would also say many of the countries that fought in WWI did so due to treaties and packs.
