When Kansas was opened for settlers, it was bordered by a pro slavery state Missouri. Since it had been decided that it would be up to the state whether or not it would be a slave or not state, both sides were quick to rush organized immigration into it. The first was done by pro slavery forces, but were followed by anti slavery settlers.
A rumor started that 30,000 anti slavery settlers were being moved into Kansas to vote in the upcoming elections. Thousands of pro slavery men, many from Missouri known as Border Ruffians, came across the border and illegally voted in the election for Congress, then again in the state elections. Although Kansas had only 2900 or so registered voters, over 6000 votes were cast. This ensured pro slavery forces won the elections and slavery laws were passed.
