A very basic start is http://ssdi.genealogy.rootsweb.com/

That will give you the date of death, what state the person lived in when they got their Social Security card, and probably also the state or city and state they lived in when they died. More recent records are more complete.

You can't.

You can try the Social Security Death Index.
Many states also have their own death indexes.

Here in the UK you can't.

Free? Depends on the country. The United States has the online Social Security Death Index, as several people have already said. But most other countries don't have any online, and if you have to physically send anything to anyone, it's never free. The downside with the SSDI is that you must know first and last name (maiden if it's female), state of issuance of Social Security number, last known residence, date of birth, place of birth, or any combination thereof in order to make sure you have the right person. No other family members are included when you look there, and they do not include middle names. So if you're looking for John Roberts, you're gonna get a LOT of results. You may spend hours looking through them all to find the right one. But at least it's free!
