I think this is highly unlikely, due to the fact that we are governed by the Data Protection Act here in the UK. I purchased a birth certificate for 1854, and I was unsure about the fathers employment, he was a tailor by trade, but it looked like sailor on the 1851 census. At the register office I asked if I could look at the register, It took two ladies to hold a piece of paper above and below the entry for the birth certificate and another one to hold the book. So I wasn't even allowed to see any other entry than the one relevant to me.
