What is your definition of a "public record" ??
Birth and death certificates are govt records, but not necessarily open to the public. Property records are public records, but they are not always online.
The entire bottom line is.. you must be specific regarding the exact type of record you are looking for, and..
there is no obligation by any entity to put any record on the internet, just because it happens to be public. Finding particular records is a service being offered, and since it is a service, there often is a fee. Free is gravy.

The reason you have to pay is to prevent everyone just accessing them! If you lived in the UK you would not even be able to look at them on line as there is a 100 year disclosure law here, except for things like phone books. Pay the $20!

What public records are you referring to?

It kind of hard to answer, if you r not being more specific.

Financial records?, birth date info?, telephone/address info? (the yellow/white pages-free), Driver's lic info? What???
