l have found a Frank Seery, but sadly this Frank has passed away, I traced this one back to the birth index and found that he was actually born in Liverpool in 1940, could this possibly be him.

This is obviously the place he died, but he was born in Liverpool.

Are you certain that you have the correct spelling for the surname?
It is so unusual that I can find only 1 other adult in the UK with that name and that spelling
There is a variation - just one - in Liverpool apart from the spelling given to you by It's Just Me. Her spelling of the name yielded 25 results.
Have you tried www.192.com to research the name across the Country, maybe to find a relative who will be able to tell you about Frank and what happened to him?
I've found 8 adults called Seery in Blackburn. Was he married? Have children?

I'm presuming that like with "fazacherley" (actually spelt Fazakerley), your spelling of that surname is wrong. The closest soundalike variant (and it isn't that common either with just 646 people nationally in 1998) is "Seery". I'd suggest that itsjustme's conclusion is spot on. Though until you ordered the certificate for yourself you can't be 100% sure. If you have a spare £7 then go to www.gro.gov.uk, use those references you've been given and order a copy. If his occupation says 'former clerk' and his place of birth was Liverpool then it's clearly the right guy. It needn't end there though, because the informant could be his widow or one of his children, and you might be able to use those details to find any living relatives.

fazakerley....not being picky but spelling a place wrong can totally take you off track :)
