How can I find the county my moms birth? I know the state, it is Oregon?

Was your grandmother's name Vivian Challender? (ancestry.com has Lorna Rogers' maiden name as Challender, not Challenger. If so, Vivian Challender is listed in several Salem, Oregon City directories. Salem is in Marion County, OR.

If that is not her:
Obituaries often include birthplaces or where where the person lived throughout their lives.

Do you have a copy of her obituary? It may have been in the San Diego Union Tribune (Unfortunately the database I can access starts in 1983.) Eighty different libraries in the US carry the San Diego Union Tribune. Check worldcat.org to find out if one's near you. If one isn't, see if your library can borrow microfilm OR ask one of the library's whether they will research it for you.

Do you have copies of your grandparents' obituaries (I'm assuming they've passed away.)

You could try tracing your grandparents' marriage record, too. Perhaps they stayed in the town in which they were married.

You can order a copy of your mom's birth certificate on line and it will cost about $30.00. Your mom was Lorna Lynn Rogers born October 4, 1960. Her mother's maiden name was Williams. Lorna Challenger died Feburary 22, 1980 in San Diego, California.
