There is no genealogical relationship. In order for such a relationship to exist, there MUST be a common ancestor.

Genealogical relationships are not created or terminated by civil/religious events such as marriage, adoption, divorce.

In fact, the person you identify as your uncle is NOT your uncle. Your uncle (a relationship) is the brother of your mother or father. The common ancestor is your grandparents. This person is actually the husband of your Aunt. He has no relationship to you. [If they got divorced, and your aunt remarried, whould he still be your Uncle or would he be your Aunt's ex husband?? When she remarried, would you now have another Uncle??]

Since the "Uncle" has no relationship to you, then any person associated only with the "uncle", such as his sister or his sister's son, has no relationship to you.

That's genealogical relationship. However, there is also something called familial relationships - these are how individual families identify people (though not genealogically correct). In a familial context, the husband of your Aunt is in fact your Uncle. What family would say Aunt Bessie and Husband of My Aunt George? Not a one. They would call them Aunt Bessie and Uncle George. So at a familial level, though not genealogically correct, he is in fact "Uncle". Same holds for "cousins". You may have a 2nd cousin once removed "James". In a familial setting, would you greet this person by saying "Hey 2nd cousin once removed"? Or would you say "Hey cousin". I would suspect the latter.

Familial relationship identification, depending on your family, could even extent to your "Uncles sister's son". If they were part of an extended family in an area, it would be likely they would be refered to by the generic "cousin".

But genealogically, there is no relationship because there is no common ancestor.
