There are exceptionally few with that spelling. Of the few I could find using that spelling in the US, most seemed to come from Slovenia. There is also a rare variant Blockar which seems to come from the same region.

It is almost assuredly a name mangle of the more common Blocker. It has a number of origins, but the Germanic form is an occupational name for a jailer.
