Most states have a website where you can do this. You will need to mail them copies of your id, and probably a notarized form. Go to the web site for the state you were born in for more info.

You should be able to go to that state's Dept. of Vital Statistics or Dept. of Health website and download a form to fill out and mail in, with a fee, to get it. They will mail you the certificate back. Call the dept. for the state in question and verify with them what their procedure is.

Use google and type vital statistics with the name of the state where you were born.. to find the address for the right office.
It will have instructions and cost for how to order a replacement.
Be prepared.. you WILL need to have some sort of proof that it really IS you, ordering it. Without that, anyone could order a certificate online and use it for ID theft/ fraud.

yes write to the health department in the state you were born. or go on the computer and find it that way. you can send check on the computer once you find it. its department of health sometimes is shows about health. you just look and it will show you where the birthcertificates are. its easy over the net and fast really i have done it.
