That isn't an "official" genealogical term but in standard usage, it just means that there is a common ancestor somewhere (a shared bloodline).

Often it is used for more distant cousins when someone knows (believes) there is a relationship but not quite sure how.

It is also sometimes used to refer to "non-related" family members. Such as the husband of your mother's sister. He's not your Uncle, but you call him Uncle. And while not related to your family, he certainly has "family ties".

Ties between family members that bring them together.

We share something of each other, a link, a oneness.

I just think we need to belong, a family or a clan or a group.

As human beings we are social animals and we who trace our lines are looking for the family.
