Why is it so hilarious when a man wears exceptionally tight pants showing off his assets to the world in a business office, but in the same office don't even crack a chuckle at a woman wearing a dress showing of her assets just as clearly?

It's all a matter of societal convention AT THE TIME. Go against societal convention and you get noticed often in a humorous way.

Remember, it wasn't that long ago that a woman wearing pants would have been the talk of the town. It just wasn't done. Times change, societal conventions change. What is "acceptable" now, wasn't so acceptable maybe 50 years ago (or maybe 5 years ago). And who knows, in 50 years, all men may be wearing dresses and not earning even a second look.
