Question:For the UK birth registrations logged in indexes under the Quarters: Mar, June, Sep or Dec -- do these quarters cover the months preceding and inclusive of that stated or the months following and inclusive of that stated. So for example would a registration in the June Quarter be for a birth in April, May or June, or would this be for a birth in June, July or August. I somehow think it is the former but need clarification.
Does this also apply to deaths and marriages equally.

Yes they cover the months preceding the named months. With a birth there is a 42 day time limit ( six weeks ) to register the birth. A marriage was registered within five days of the event and a death up until 1953 you were allowed 8 days to register the death, but in 1953 it was lowered to five days and that's the way it remains.
A marriage certificate may give the ages of the bride and groom as 'full age' or 'minor', this was due to the fact that up until 1929, the minimum age of marriage for a girl was 12 and for a boy it was 14, then in 1929 the minimum age for both sexes was raised to 16 with parental consent. Up until 1969 parental consent was needed till a minor attained the age of 21, it was reduced in 1969 to the age of 18.

The UK BMD index's show the quarter when a event was registered, So a Death or Birth could be for the end of the previous, And on the Death Index's any age given is as of the last birthday, IE if die the day before your 21st birthday then you would be shown as 20 not 21.

If a child is born towards the end of the month eg 30th September it will be recorded - that is registered in the quarter that includes October. Guess what I am saying is the registers reflect the date of registration rather than the date of birth.

It is the same for births marriages and deaths -
March quarter is Jan, Feb Mar,
June quarter is April, May, June,
September quarter is July, Aug, Sept,
December quarter is Oct, Nov, Dec

Remember that it is just the registration date, not the actual date of the event, so someone could be born 30th Sept, but be registered in the December quarter.
