ANCESTRY.COM

VITAL RECORDS HAS TO BE LOCATION WHERE HE DIED. would he be the same as born 15 Feb 1891 and died Feb 1980 in Quincy county? This is from the social security death index. With death date, you can try to locate the obituary or funeral home. Either way should show who his next of kin were. Not sure why you are positive he had children.. many people don't. And if he did, it is not impossible that they pre-deceased him.
Of course, the other option is to check with known relatives, or is he the only one you know of??
Someone with ancestry may jump in after me, with 1930 census, he would have been close to 40 then. If you mean Quincy, ADAMS COUNTY, Illinois,

1930, Adams Co.
Fred W Simmons 39
Hannah L Simmons 37
Virgess W Simmons 14 son

1920, Adams Co.
Fred W Simmons 28
Hannah L Simmons 26
Virgie W Simmons 4

1910, Adams Co.
George Simons 46
Dora Simons 47
Fred Simons 21
Charles Simons 10
John Simons 7

1910, Quincy, Adams
Henry Simons 45
Annie M Simons 45
Warren Simons 16

1900, Quincy, Adams Co.
Henry Simmons 36
Annie R Simmons 33
Edna F M Simmons 10
Frederick Simmons 9
Warren J Simmons 6
Florence M Simmons 4

The 1910 Fred is a son of George and Dora, and the 1900 one is son of Henry & Annie so either
1) He was really a nephew in one
2) There are two Freds
3) H&A died, G&D adopted him
4) Something else
