Looking for Ludy Lavern. DOB 4/25/1941 no last name. most websites asking for last name but don't know?

This is for Judy Lavern. She got adopted by Dr.Black but before she had family name of Jackson. I think she was 4-5 years old when adoption happened. I'm not sure what look like her last name now bcs. of marriage or etc. Her brother looking from Knoxville, TN. but he is afraid in case of find if she be willing to talk to him. he is 4 years yonger then her. She was born somewhere in Sevier County. Her mother died when she was 3-4 years old. I don't think her brother who is looking for her knows her name or cemetery buried (also in Sevier Co.). Dr. Black I beleive used to live in Knox or Sevierville. No info available about Dr. Black
