Best Answer - Chosen by Asker: Willem is the Dutch form of William. (The British version would be Williams.) Could also be Afrikaans (South Africa).
19th century immigrants to the US named Willems came mainly from Germany, Belgium, Holland and Russia.

(BTW Scotch is a drink! People from Scotland are called Scots. :) )
