Does anyone know of any free resources available to help me find my nephew who was adopted out?

If your nephew is not yet of age, that may be difficult. Do you know if you have open or closed adoptions where you live? You need to find that out first. Search in YAHOO!, for "Adoption Law <your location>" , where <your location> is your city, town, state, province, country. In the USA, the State laws determine if it is open or closed.

After that, if it is open, you should be able to Search in YAHOO! for "Adoption Vital Record <your location>" or "Adoption Record <your location>" and find how to obtain the adoption decree, which tells who adopted your nephew. IF it is Closed, you will need to register and hope that he seeks you by registering.

How old was he when he was adopted? Does he know his birth name? You could write a letter to the Editor where you suspect he is living. This is a shot in the dark.
