...Most Hindu Indians [your name implies that you are one !] remain in mourning for 12 months only, after which they are fully free to carry on with pursuing their own personal needs - including marriage.
Even this 12-month period is NOT rated as a must - as the religious final rites ['shraardh'] are all completed on the 13th, 21st, or latest the 41st day after a person's demise.

I have personally come across cases of very orthodox Brahmin boys/girls getting married soon after the final rites ['shraardh'] are over - as it was the ardent wish of the dead person, to see that the boy, or girl, gets married soon.
