That is a possibility, and usually does result in improvement. but you might also be referring to two ugly people having a hot looking kid. yes, very possible. Your looks result from the mixture of all genetic material. You do not have a specific ugly or hot gene. So, the mix of two parents genes (don't forget dominance and recessiveness) can result in a child who is completely different looking than both parents.
