If so, there are no R or B Evans listed in the whitepages; however, there is a G R Evans, is it possible that Robert is his middle name, and that he doesn't go by his Christian name?

There are no other R or B Evans' in Cairns itself, but could he be living inone of the smaller areas around Cairns?

He should be on the electoral roll. You can go into any Australian Electoral Commission (AEC) office to view it, it's not available online at all.
