Best Answer - Chosen by Asker: You'll find it's common in the small countries east of Poland and west of Russia, such as Lithuania, Belarus, etc. It wasn't common for the change to be made at Ellis Island. The interpreters used by the Immigration Service during Ellis Island's run were extremely well-trained and they used the exit visas, which were written by educated officials in the homeland of the emigrees. When changes occured it was because the individual writing the information made an unintentional spelling error. But -ski to -sky was not a common error.
