To get a birth certificate, you need to go to the Vital Records keeper where the birth occured. Here are some Vital Record sites. You can do best if you go to the town first, then county, then state as a last resort. The Town records will be cheaper is my point. Search in Yahoo for "VITAL RECORD <town>", where town is the place where your frandmother and dad were born.

These sites should get you started. Basically, you have to prove your relationship to the known and registered Ancestor. But please read these sites, they will help you.
