Best Answer - Chosen by Asker: In that time period, an innkeeper may have also run a tavern. The rooms may have been above the tavern.

They would rent out rooms to travelers, have short-term boarders renting from them, and of course you would have found some that were doing illegal things also. (Like having prostitutes available.)

Many people stayed at other people's houses when they traveled.
