Why does our "_MIND_" work this WAY !? ! ?

Why does our "_MIND_" work this WAY !? ! ?

That lets say we learn something, but in tw weeks we can't remember it, its in the repressive part of our minds.

Is there anyway to alter this, to remember everything up front ?
