Best Answer - Chosen by Asker: Not everyone has a scanner, and it is VERY unlikely character recognition would work on a handwritten document.
Fast and cheap... your local walmart 1 hour photo lab to use their scanner and have it put on cd. Tell the clerk you don't need prints. While you are at it, if you have other documents related to the same person, put them on the same cd. Now you can not only have them on your computer as a jpeg file, the cd is a backup. Huge cost of maybe $3.
The benefit of a jpeg file is that it can be treated exactly as a photo file. It can be zoomed in on, and the contrast can be played with to make it more clear and crisp.
Via www.rootsweb.com, under mailing lists, are email groups that focus on nearly every country in the world.. for Germany, it may even be broken down into regions. Now you can network with persons working German ancestors.. with luck, someone on the list might even still live there. This will help you, not just with the document, but other questions.
This would be a better place to ask if anyone can read the paper. And it still doesn't limit you from reposting the question on yahoo, looking for someone who can read an old German record.
