But it's not limited to one country or region of the former empire, though the majority are clearly claiming Hungary and of those, most are from the Magyar area when a birthplace is given. But you'll have to research your particular ancestor to find out which is true in your own case. The good news is that most emigrated late in the cycle, so they're only a few generations back.
