It's really complicated actually. (The full methodology is on the link).

The way it works is that you take the star's judges score and divide it by the total points the judges gave out to everyone. So if the points the judges awarded was 300 in total, then that celebrity would get 26/300 - about 8.9%. This is then halved (because the judges count for half the score) and added to half the percentage they got from the public.

So if this celebrity got 15% of the public vote their score would be 4.5+7.5=12%.
