Yes- that is such a cute dress!! (i'm not even kidding) I don't know if thats you in the picture but if it's not you, it would look the best on you if your tan, if that is you... then you look great!!

Cute dress, but not semi-formal. In theory, the only substantive difference between formal and semi-formal for ladies' wear is that you don't have to wear gloves.
That said, kids often have casual dances that are labelled semi-formal just because so few people these days know "the rules," so that may be what's expected, even though it is casual.
