Soon enough you'll want ballroom shoes, and most ladies I know use the Latin ones for lessons. For your first lessons, you'll want something with a back, at least a strap, so you don't have to clinch your toes while you're dancing. Avoid rubber soles. The sueded leather of ballroom shoes gives proper traction without so much grip that you can't turn. If you have something with leather soles, that'll be best for now. Flats are perfectly fine for lessons, but even rubber heels on flats will be almost as annoying as rubber soles. Being able to pivot on either the ball of your foot or the heel is important, so it's best (at least from the perspective of us guys!) to sacrifice "cute" for proper function.

high heels, or character shoes

Most dancers wear heels, but since it's your first time, you may want to start out in flats. I would wear flats in to the class, but bring a pear of heels with you that way if you get there and everyone else is in heels, you can just change and if not, then you can ask the instructor but at least you'll be prepared.

Hmm. If your feet and ankles are strong, you could try wearing heels (which is what I always wear), but you may want to start out with just tennis shoes or barefoot. I find it easier to dance in heels because I have to stay on my toes anyway to be able to do the moves.

I don't really think it matters so much about the heels, though that is what is traditionally worn. What I find helps the most is wearing shoes that will slide easily on the floor, rather than rubber soles that may cause you to stumble. Definitely nothing clunky.

i had my first ballroom training when i was 10. they preferred 2-3 inches of heels with a strap to support your ankle so it doesn't go flying everywhere hiiting somebody. and my instructors preffered open toes too. but since you just started, you can just go barefoot POINTING your toes. once you're good (and ready not to step on your partner's feet) then you can use the heels.

You would typically wear character shoes which are available at stores such as Capezio or online. You can buy a lower heel at first until you get comfortable with dancing in the heels and then get a taller pair.
