My daughter is a senior BFA dance major at a top-rated triple-emphasis program and, in looking up stuff to answer your question, I was surprised to learn that East Carolina University is also a triple-emphasis program as I never heard of it. I'm not trying to sound snobbish; I'm just saying that ECU does not have a national reputation. It is not listed as any of the "Most Highly Recommended Programs," "Recommended Programs," or "Other Noteworthy" programs in Carole Everett's "The Performing Arts Major's Guide" under "Dance Programs." It is also not mentioned at all on the "Ballet Talk for Dancers" message board, probably the most respected discussion board on the internet with 9,767 members.

But ECU's School of Theatre and Dance does an excellent job of maintaining an Alumni Database (something which few programs get around to doing) and the contributions by former dance majors speaks well of the program:

May of the alumni offer their email addresses, which is an excellent resource for you.

According to the entry for their dance program in the Dance Magazine College Guide, they DO offer master classes, but they don't say what kind. As to how good the technique classes are, that is something that you will need to judge for yourself by visiting the program. Call them up to arrange for a personal visit. You are really the only person who can judge how good a program is for YOU. Good luck!
