Absolutely! Sexiness is really in the eyes of the beholder. If someone is attractive and can cause a reaction in another person, then that person is sexy. Dancing is irrelevant.

I think that you can be sexy and not dance but man does dancing help. Im a proffessional choreographer/dancer in Hollywood Ca and Ive been dancing all my life. i know MANY dancers male and female who are not sexy.....
dancing is an art, it needs time, patience, dedication and stamina...believe me Hun, at my dance halls the last thing dancers are looking, after hours training is sexy x x

Confidence is attractive, not how well you can dance. If you're a great dancer but look terrified you're not going to look sexy.

And if you're really REALLY bad... well a lot of people want a partner that can make them laugh lol.
