Question:I'm looking to buy some high heeled tap shoes, but the taps aren't included, does anyone know how I can mount the taps on the shoes?

either take them to a dancewear store or a shoe repair and have them done, or do them yourself.

to do them yourself, first figure out if they nail in or screw in. screws are easiest, and for the toes you start in the upper middle (the hole closes to the tip of the toe of the shoe) and work clockwise, screwing each screw in (with a drill) half way, then tighten them when all screws are in (normally 3)
for the heels, pick a hole and then work clockwise around the tap, again half way until all are in and tighten them (usually 3-4)
you didn't mention if they are stacatto taps or brand name. capezio's teletone taps include sound boards for under the heels, which you just nail one nail into them and then attach the tap over top. make sure the toe tap is lined up with the tip of the toe of the shoe, and the same with the heel. a proper sized tap will not over hang at all.

taps come with special screws

i bought shoes without taps on before, but i needed taps on them. so i just went to the dance shop and they can do it for you. x
