You're basically asking "How high is up?" so there's really no answer. I'm not satisfied with my waltz after years of lessons and thousands of dollars. You certainly can't learn it well enough to turn pro by May third. On the other hand, if you start in the next month or so, a local ballroom studio can get you a good foundation. They can also choreograph a "show waltz" for your first dance with your husband if that's what you're aiming for. It may not get you onto "So You Think You Can Dance," but it'll wow your friends and family.
I seem to remember reading that the average in the US for private lessons is about $70 an hour, but prices vary widely and don't always bear a relation to the quality. Group classes are a good deal less expensive, but how many are available in your locale and time frame may be a problem, since some studios tend to concentrate on a dance or two a month, and waltz may not be in the cycle.
I'd suggest you plan on a private lesson or two each week for a couple of months minimum, and soon, as you may be too busy with your plans in April. If you have a choreographed routine, you can practice and then you'll only need some polishing as the date arrives.

It depends on the teacher & studio on how much they'll charge. My teacher charges $10 p/lesson but that's in Iowa. Is it hard to learn? Depends on what you're used to dancing if you dance at all. What some people may find tricky about it is the elegance you have to portray. Though it's a very delicate dance, grace, technique and elegance do play a big part of it. I'm used to more latin and upbeat dances such as the jive and swing. So for me it was harder to learn because i had to tone down my energy. However for my friend who does foxtrot, quickstep and tango it was easy to learn. So it all depends on the dancer, their dance background and the determination and perseverance they have to continue dancing and not letting obstacles or "deadlines" be in the way of learning the most they can. Mind you practice plays a big role on how good your dancing will be. Best of luck!

Where I'm at (Northern California), it costs $65/lesson and the lesson is 45 minutes long. Since you're going to do a choreography for your wedding dance, I recommend you learn it from a private instructor who can tailor to your needs (e.g. song, choreography for the song). If you do this 2x a week, by May the 3rd, you will do a very good job for your wedding dance. It will not be anywhere near competition level, but as far as your family and friends are concerned, it will be the most wonderful thing they have ever seen.
