Watership Down???

My teacher said it was an allegory but I can't figure out what the rabbits symbolize. I noticed they were like people, but.... I don't know who. So if anyone knows anything about this book please help me!!!! I have to read along with 3 other books for summer reading.

It doesn't matter who, for the "who" is anyone who escapes tyranny or fascism to create a new existence in which everyone contributes, willingly, to the good of the "people." This could be seen as democracy or communism, for both (in their ideal forms) are geared for the people.
