Question:

What's a good website to photoshop pictures so I can edit pictures to be 1/2 black and white and 1/2 color?

I've seen pictures that people can edit where certain sections of a picture can be in black and white and other sections can be edit to stand out only in color.. like this one.. http://www.blot.com/informit_blog_images...
This website kind of explains it but I want to see if their are more website that explain how to do it and show examples of it.. Thanks!
