Were the Founding Fathers more interested in implementing the public will rather than public good?

Used to the abuses of the King of England, and the injustices in his dealings with the Colonies, the Founding Fathers first concern was implementing changes that would be fair for all citizens. In this, they were acceding to the public will...self government.
After, when the Revolution was over, and they met again to further the budding Constitution, refine it and settle some unanswered points, they became more interested in public good.
