Best Answer - Chosen by Asker: I would have to say all of the above, with D as the predominate item. I would hasten to add that perhaps the most important tactic isn't listed - that of superior financial investment creating more self reliance. An excellent example is that of the Seminole Tribe in Florida purchasing the Hard Rock brand of hotels and casinos, creating an investment that spans the world and is worth billions of dollars.
