If I post poems on here, and my personal blog, can I still submit them to a poet

Question:

If I post poems on here, and my personal blog, can I still submit them to a poetry competititon?

If I find a competitition, and I want to submit poems, do they have to be never seen before, or at least in a public forum. Can i submit them if they're mine and i posted them on yaholo answers and my own personal blog?

Some journals will publish work that has already been seen in forums or a personal blog, while other journals will not publish work that has been self-published in this way.
