What's the best photo editing software?

What's the best photo editing software?

I love photography, but I'm really just starting out. I'd like an easy program I can use to do basic editing things such as turn a color photo to b/w and also to put that "soft glow" effect on pictures. I know photoshop is great but I've also heard it's difficult to learn. Is that true? If so, can anyone suggest a different program that is cheaper and easier to use? Photoshop is pretty expensive! Thanks in advance!
