How can I find someone with just last names?

A friend wants to find his half brother, but we don't know his first name. He was born about 1960 in Memphis. His mother(maiden name Lopez) died in late 1961 or in 1962. The baby was placed with mothers relatives in Arkansas. The baby's last name was either Lopez or Price. His fathers name was Earl Price. That is all we know.

I have traced my Mother's side of the family back to the 1700's so far, and have done a friend's back to his 14th great-grandfather on his father's side and 12th great-grandfather on his mother's side.
