Help me name this dragon book?

I have been trying to find a book that i read when i was younger. it is a childrens book about dragons where there are different color dragons, with certain colors being rare and special. children tend for the eggs and when the eggs hatch the baby dragon chooses his "keeper". the premise of the story is a very rare dragon chooses the outcast boy.
i loved this book and would really love to find it again!

sounds like and ALL the dragon books by her are fantastic. she is one of my favorite authors!
jaxon and ruth the white dragon? but jaxom is not an outcast, i dont think. he was some sort of lord, young.....they bonded.
they are the dragon riders of pern series of books.
