How to Make Photo Comp Cards?

My one year old grand-daughter is into beauty pageants. They have Comp Cards, that have several small pics of them, in a theme, or just a pretty color. I want to learn how to make them.
Any ideas?

Best Answer - Chosen by Asker: Comp cards are really cheap on ebay too. I have often thought about creating my own and am going to try a scrapbooking software to see if I can do it w/ that. I'll let you know!!
