IS/VR Lens for Wide-angle or Telephoto ?

I'm considering buying an Image Stabilization/Vibration reduction lens on a tight budget. Does it make sense for me to have these anti-shake technologies in the wide-angle end or the telephoto end?

Should I buy a 18-55mm VR or a 55-200mm VR?
(the range of coverage isn't a concern). I can understand that the telephoto range would definitely need VR. Does wide-angle need VR too (while working in the macro range) ?

When shooting macro shots you will usually have a very shallow depth of field. That means that it isn't only vibration/movement up and down or side to side you are worried about, it's also moving the camera closer and further away which makes the subject go in and out of focus. You need to shoot from a tripod to get sharp macro shots, so VR doesn't help much. (VR should be turned off when the camera is on a tripod.)
