Where does creativity and imagination come from?

Consider that the process of our interaction with the
world follows a cycle of input, as perception, interpreted
by mind, as cognition, evaluated by morality, as soul,
formulated means for projection using mind, as cognition,
and projection through physical properties, as mediums.
In my opinion, creativity and imagination does not come
from perception, it is more likely originated within the
interval between evaluation and formulation by bouncing
evaluation, formulation, and cognition back and forth
within the self. I think if we knew exactly where creativity
and imagination came from then both would be located
within cognition, but I don't believe that they do originate
from cognition because cognition is built from perception.
Which is not to say that creative constructs can't be
cognized, but that creativity doesn't appear to have
a causal trigger; it wouldn't be creative if it was simple
regurgitation of known facts. Therefore, in my opinion,
creativity presents itself from an origin which provides
the soul with an appropriate moral solution when no
moral solution has been perceived and cognized from
past experience.
