Best Answer - Chosen by Asker: There are three branches of Government // Executive, Legislative and Judicial. The American Civil War was larigely driven by the Executive since Congress was ripped apart by the defection of many of its members. This was unprecedented in American History. Fearing a Monarchy, Americans put a lot of power in the hands of Congress and most 19th Century Presidents tended to be week, compliant tools pathetically begging for favors from Congress, even reluctant to veto bills.

Abraham Lincoln defied tha tradition but not in an overtly combative fashion (for example Andrew Jackson). Lincoln was a masterful politician and he was working with a Republican Party largely dependent on him, he was after all the reason they were in power. While a majority of Americans were 'happy' that the South secceed and were willing to let them go - - - Lincoln Said 'No,' Lincoln said the Union must be Preserved - - - and Congress went along with his plans, begrudginly but willingly.

The Executive Branch was the decisive factor in the Civil War, the Congressional/Legislative Branch a Compliant Tool, while the Judicial Branch fumed & protested but no one bothered to listen since many of the Supreme Court Justices were slave owning Southerners and their views viewed as tainted.
